Just a Question:
Paragraph 3 on page 22 of the 2006-2007 Texas Parks and Wildlife Outdoor Annual and it says,
"A fishing license and stamp endorsement are not required if fishing from the bank in a state park or in waters completely enclosed by a state park. All other fishing regulations, such as length and bag limits, remain in effect."
Does this mean that one could fish without a license or saltwater stamp from the beach or the marsh grass at Galveston Island State park as long as their feet stay dry?

I don't think that's what it means. I think that was designed for lakes and ponds in a State Park. That's how I read it, but if you want to know for sure call TPW.

Marsh Grass? Probably not. Beach front? Risky, at best. You would have a hard time convincing me that you never entered the water on the beachfront if I were a game warden. I believe you would have to know exactly where the high tide line is located and stay well behind that point. I am sure you thought of this but, if you call TP&W they would probably be able to clear it up for you. I'd be curious to know so post up if you do. It won't stop me from buying my super combo every year though!

You Do Not need a fishing license if you fish on the beach or in the marsh at Galveston Island State Park... Direct from them at the park itself

Thanks for the post. That is certainly interesting. I am with Silverspoon, though. It will not stop me from buying a license every year.

Here's the deal - if you entered a state park (payed the fee) and are fishing within the bounds of the park you do not need a license or stamp. no one is going to give you a ticket for standing in the water. You may need some proof that you entered the park legally via paying a fee. The whole idea is to encourage folks, especially families, to try fishing

Thanks for all the input...
There is a single mom at my office who brought this to my attention and asked me what I knew. I got the word, from the Park on the phone, as well. She considers me a fisherman since I have a place on the bay...(I wish that is all it took). I guess I learn something new every day. Staying within the park boundaries is the key and of course paying the daily fee. Includes wade fishing and even Kayaking they told me. I don't know how that constitutes "bank fishing", though. What a great opportunity for someone who only fishes once a year or so and has limited means. As far as a license for me....I shouldn't be testing the rules anytime soon, either.....

The first place I heard of this was from the park rangers at Searim State Park. No license needed to fish from beach.

As far as I can tell the gulf is not completely enclosed by a state park
