Icom or Standard Horizon. If your life depends on it, have the very best.

ICOM or SH - Floatin Doc nailed it... Don't go cheap on safety equipment!

I have a handheld Standard Horizon HX270 and have been very impressed with it. Will be installing a fixed mount anytime and it will likely be the ICOM M300 (304?).

If you get a fixed mount the limiting factor is the antenna after that so again the limiting factor becomes the antenna. So got a decent antenna like a Shakespeare or Digital.

I have SH portable for 5- 6 years ago and kayaking days. Keep charged but put charger in BC and small inverter to get the 110 if needed.

Save the coin and do it yourself, it's one of the easiest installations you can do!

Icon and Uniden are good. We've also had very good luck with the Lowrance VHF DSC model with scanning feature. Just use the best and highest antenna you can get regardless of VHF brand or model. If you have a T-top, mount an 8 footer up there and you'll definitely be heard.
