This is the correct. I have 2 places that will cook my fish for me (doing it this Thursday, as a matter of fact.) Heck, one will even cook quail and fish - whatever I take him.
But, they only do so because I know the owner/managers for a long time. Been taking fish there for years and have brought a lot of friends, which = more return customers for the restaurant, so they take care of me.
I'm told it isn't really the health code problem but more that their insurance won't cover it if you get sick or something happens, and that is a risk most restaurants don't want to take. Your best bet is to find a mom & pop family owned establishment you like, and talk to them about it. No large chain places will do it.
I take extra fillets, which I leave with the chef/owner. A little extra tip they appreciate. Also, some country clubs will cook your fish for you, if that is an option.
My Chinese guy always asks me to bring in whole fish (head on), as he will make soup stock....but I seldom do - I just take a soft sided cooler of fillets.
