Screw or bolt to deck?

I'm attaching a cooler tie down to my deck. It comes with stainless screws, as the pictue shows. However, I could easily bolt it to the deck too (I have easy access to the underside through storage hatches.)

Shoul I screw or bolt? Do I need any 5200 or Marine Tex to lock the screws in, if I don't use bolts? If I do bolt it, do I want metal washer or plastic washer on the underside before the lock nut?

If you can, it's always better to thru-bolt. Don't forget to chamfer, or countersink, your holes to prevent gel coat spidercracks.

Very good advice. Do you tape the area before drilling or does it matter?

Really isn't necessary with a good bit. I actually prefer to use a separate counter-sink bit over the bit/countersink combos.

I would coat the inside of the holes good with some 5 minute epoxy if you go through any wood. Its always good to seal any exposed core in case the caulk ever fails.
