Try Gander Mountain or Bass Pro Shops if your around H'town. Cabela's mail order catalog would have them also. Breathables will be hard to find, Neoprene or canvas will be the norm @ most places. I bought my boy a pair of neo's and he duck hunts and fish's while wearing them. His are LaCross boot foot waders, and I believe they were around 80 bucks, and they have lasted for 2 years now.

When my son was that small I bought a pair that were SSsmall and used a wading belt to let the excess hang over it. He wore them till he was 7.
