Not likely going to find one in a store-bought brand without salt in it. I'd just make it up myself - bowl of flour, add in ground pepper, a little cayanne and garlic powder. Or, if you want to mix it up, panko bread crumbs and mix in pepper and a bunch of minced herbs (thyme, oregano, etc.) makes for a nice fish coating if you first dip the fillets in a egg wash to make it all stick together better.

I like to mix about 70% corn flakes that I ran though a blender and 30% corn meal. Then I dip them in egg batter before frying, but my brother uses the same recipe without the egg batter and it seems to work well.

I love cracker crumbs by putting fresh crackers in a blender. Nabisco makes unsalted tops. Just use them in place of corn meal and add any other spices you prefer. I prefer dipping in egg first. Cracker crumbs are light and don't over power the fish itself.

Nice and simple and been using it for years

1 part flour
2 parts cornmeal
Lemon pepper to taste (never looked but you may want to check sodium content of lemon pepper just in case)

Put fish in big bowl of icy water and let soak while you prep everything else and get grease hot.

Dip in mixture and fry!

just substitute garlic POWDER for all your salt in your recipes. the corn flakes and crackers still have sodium in them. Use corn meal or flour and season with your favorite spices. my wife and I have been doing this for several years now. all your store bought seasonings are loaded with salt. once you start doing this you will never buy store bought seasoning packets again.
