How to Lubricate Top Gun Weld-in bases

I need to take this base apart and pull the inner cylinder out of the welded base so I can free it up with Lub.

Makes me want to start taking screws out of the top and get some channel locks to pull the tub out. But it seems there shoulb be a plan for this

Anyone know how to do it? (right way)
