Anyone heard of using dog food in a can with holes, and sunk it to the bottom of the lake/river to attract catfish? Is this legal to do this? Is this considered chumming?

We used to use canned dog food like that to attract shrimp at night when I lived in Biloxi. Most anything from dry dog food in a burlap sack, to actual sinking fish food, to cottonseed mill, or even Wally World got into the game with prepackaged chum. The best thing I have heard of (since cottonseed mill in a burlap sack), is chopped up shad, or skipjack in a burlap sack. A friend of mine actually goes behind the dam, catches about 6 dozen BIG shad, and strings them up like, well, fish on a stringer. He then sink this attached to a rock tied to a longer string beside a dock. The only catch to this is when you check the line DON"T bring it all the way out of the water without making sure there are no shad left on the line. They STINK!
