Dive Flags

What are the requirements for a dive flags includign distances other boats are suppose to stay away? Cause Saturday while in the water we had people drive up and start fishing on the same stand pipe we were fishing and it was like they had no idea there was anything wrong with this. I want even fishing around a rig that another boat is tied up to unless it is a large rig.

I have heard that you must have a "Diver Down" flag and in Federal water also a "Alpha" flag. All other boats but stay 300' from a vessel w/a dive flag in open water and 100' in rivers.
