My current gas grill is not working right. It has 3 burners and if you only light one it works ok. If you try and turn on a second one both flames will go down to nothing and one will usually go out completely. It will also make that "gurgling" sound.....
Is this a bad regulator?

yessir. sounds like a regulator problem. i normally have this problem every year when it gets cooler.
try turning off the gas, disconnect the propane bottle and reconnect.
if that doesnt work, replace the regulator.

try taking the propane bottle off the grill and bumping it hard against the ground. Sometimes those safety valves will hang up, allowing minimal flow of gas.
